ABOUT US

The University of Southern Philippines Foundation (USPF), Inc. traces its roots back to 1927, when it was founded as the Southern Institute. Initially offering a complete elementary program and the first two years of secondary education, the school soon expanded to provide a full secondary curriculum in response to public demand. Classes were first held in a residential house on Colon Street before relocating to a more spacious site on Mabini Street to accommodate a growing student population.
In 1933, the institution began offering college courses. With the introduction of full collegiate programs in Arts and Sciences, Education, Commerce, and Law, the Southern Institute was renamed Southern College in 1937. By 1949, it had earned university status and was renamed the University of Southern Philippines on July 8 of that year, coinciding with the establishment of its Graduate School.
In 1959, the stockholders transformed the University into a non-stock, non-profit foundation, reflecting its commitment to serving the public good. Anticipating the need for expansion, the founder established the Lahug Campus on Salinas Drive in 1962, which later became the University’s main campus.
Under the leadership of Dr. Ronald R. Duterte from 1991 to 1992, USPF embraced a mission of academic excellence, character formation, and social responsibility—anchored on its core values of knowledge, integrity, and industry. Dr. Duterte is widely recognized as the “Father of Modern USPF” for ushering in a new era of growth and modernization.
On December 1, 2005, the Board of Trustees appointed Dr. Alicia P. Cabatingan as University President. Her tenure was marked by significant academic reforms, strengthened program accreditation, and expanded international linkages, firmly establishing USPF as one of the premier universities in Central and Southern Visayas.
After the retirement of Dr. Cabatingan, Atty. Paulino A. Yabao was installed as the seventh University President on July 1, 2017. Atty. Yabao proved a stalwart leader, guiding USPF to not only survive but also thrive during the challenges posed by the COVID-19 pandemic and the aftermath of Typhoon Odette.
On June 1, 2025, USPF welcomed Dr. Amelia Biglete as its eighth University President. With her distinguished career in education and public service, Dr. Biglete brings a wealth of experience and a fresh perspective as we approach the centennial anniversary of USPF.
For 76 years as a university and 98 years as an academic institution, USPF has consistently produced highly competent professionals across diverse fields, staying true to its commitment to excellence. Looking ahead, USPF envisions becoming a premier, technology-driven educational hub producing globally competitive graduates, while fostering professionalism, integrity, excellence, and social responsibility.
Steadfast in its mission to meet the evolving needs of its students and community by innovating academic programs, enhancing student services, and creating avenues for holistic development, USPF enters its second century ready to lead, inspire, and transform.
